VOTE BY MAIL AND VOTER TURNOUT

Vote by mail has improved voter turnout in some states.

Whether vote by mail could have a positive effect on turnout in West Virginia may depend on the reasons our voters do not participate in elections in the first place.

Here are some data from 2016 on why West Virginians don't vote.
